About two years after that we had some problems that we didn't resolve, and he moved to the US. We recently communicated and i got the feeling he wants to come back, but he fears i'm having a relationship with someone else. Should i be the one to volunteer to resume the relationship??

Before you resume this relationship babes if thats what you want you both need to leave the past in the past where it should stay and start a fresh, if neither of you can do this then I am sorry to say it won't work the third time....
