I think until you are 16 yes it is too much of an age gap I'm afraid. He will be 18 soon I imagine so he is very nearly an adult, whereas you are only just a teenager. You can of course be friends but you could not really have a relationship because of your age, if there was anything sexual going on between the two of you he could get into lots of trouble and maybe even end up in prison.
An age gap of 3 years is not a big deal when you are say 18 and dating a 21 year old. But when you are still a young teenager as you are now, and he is almost an adult, then the age gap does matter quite a lot. I'm sure there are plenty of guys a bit closer to your own age who you are attracted to so maybe it is best to stick to those guys for now until you are a bit older.

It's a funny old thing how as you get older age gaps don't matter so much. At my age 3 years is nothing but at your age it's quite a lot. When I was your age a 17 year old would not have even looked at a 13-14 year old in fact they'd even struggle to look at a 15 year old. My advice would be to tell him you enjoy being with him and see what his reaction is. You will most likely know just from that whether or not to pursue it any further.
