It's your birthday, and therefore you should do exactly what you want to do! It is your day, and if you want to sit at home knitting, you can do so without judgment. Whatever sounds like fun to you, is precisely what you should spend the day doing.
Happy, happy birthday!!

In my opinion, turning 21 is when you start to grow up.
A lot of 18th parties are basically about telling the world you can do what you want, get drunk and your parents cannot tell you what to do.
At 21, I would hope that people have matured a little and can enjoy a celebration without needing to get blind drunk.
As Honeypie says, it is entirely up to you, not your friends, not us. Everyone has a different idea of what they would like for a birthday. For my 18th I had a small party in the garden as it was summer, and everyone had a great time, no blind drunks. For my 21st I was working in the field, so it was a make do, but intimate and personal gathering and I wouldn't have changed it for the world.
A lot of people would probably think this was boring.
Do what makes YOU happy.

So go out for dinner with your friends.
Most people do not have massive parties when they turn 16, 18, and 21, or any other age for that matter.

So GO out and have dinner with friends!
There are no rules SET in stones of HOW you must spend your 16/18/21 and so forth Birthday, it's ALL UP TO YOU!
I spend my 21st with my BF in London for a long week-end. It was splendid! And when I got home my parents had a dinner party for family and that too, was lovely.
