Should I give up on us being more than friends?

A female United States age 26-29, *sian! writes:

This guy tells me all the time he loves me and wants to be with me and I really do believe him and its not just a friendship love. And I love him too, so much. But he doesn't want to go out. What does that mean? Should I just give up on us being anything more then what we are now, please help.
