There is nothing to be confused about - she is in love with her ex still, she told you that, and because of this she cannot committ to you hence why she is slowing things down.
She clearly likes you, hence why she wants to keep on dating, but she is not over her ex either and she needs to decide who she wants to be with and what she wants to do.
So now you have the choice - do you sit around and wait for her to make her mind up? Or do you call it quits and move on? It all depends if you are happy to wait for her when you know there is always the possibility that she will realise her feelings for her ex are too strong and she doesnt want to be with you.
It is totally up to you and whether you want to wait for her or not.
