I don't know if it is common, and I hope not, to meet someone at a party.
I think you both are looking for something and someone to fill a longing for reassurance that you are not alone.
Do you like her? Do you want to date?
If yes, then tell her.
Ask her if she thinks she likes you and if she would like to date.
Honesty is still the best policy.

I think you're already half way there. She obviously trusts you, and that means a lot to someone. You also wouldn't flirt with someone unless you felt some kind of chemistry with them.

 that ofcourse depends on the type of girl, as they generally divide into two types:
whores : flirt, 'love', have sex (alot) with different partners, not really caring about the relationship. usually this kind of girls 'relationships' are a single moment relationships. one day she could sleep and flirt with you, the other, she wont even recognize you or remember you.
as this is the first time you met her, and she acted like this, i suppose shes this kind of girl
normal: sweet, hesitant. timid, usually gets nervous around guys she likes. she would definitely not do that on the first day unless she was on drugs or drunk. this kind of girl usually goes for long term relationships, containing romance, and eventually sex. (it takes ages tho to get to the sex bit)

reader, anonymous, writes (18 July 2006): Well it's hard to say on what you've given us. But (i'm 17 fyi) and I don't just hold hands with anybody. She's probably keen on you. Your 16 and you've got nothing to loose. My suggestion is aks her, not anything over the top. just the movies or something.
