Why are you continuing to contact someone who clearly doesn't want to talk to you? That's harassment.
There are any number of reasons that she could have unblocked your number. When I had to block someone's number in the past, I still got notifications on my phone that that person had called or tried to text me. So, I unblocked them because it was pointless and just as effective to simply ignore the person.
I hope you're not thinking that this woman has changed her mind about you because that's quite unlikely.

It seems like she's playing mind games with you for attention. Don't give her the satisfaction. Don't think it would change if you were to get in a relationship with her, either. It would only get worse. Be with someone who knows what she wants.

If she keeps blocking your number, don't call or text her. Don't worry about why.
On the other hand, she could just be being a dramatic female seeking your attention and trying to upset you.
Either way, I'd leave her alone.
