I have no idea what THO is, but maybe you should just pull her aside and ask her if she knows how much she's showing off. Perhaps she doesn't realize it's almost see-through, and doesn't think anyone notices the swimming suit is too small. Perhaps she's broke and can't afford a new one. Approach it tactfully, and remember that she's free to wear whatever she wants. If she gets upset just be graceful about it. Don't argue or make her feel bad. Treat it like she was perhaps unaware and you are just giving her a helping hand. Smile, and then let her do whatever she wants to with it. If she chooses to keeping using the tiny swimming suit don't pay attention to it, and if it annoys you just look away. Just be nice to her... It's what would be best.

As a person that went from fat to well built and athletic, I know what it's like to want to show the world my work. Because to me that's what my body is, something I created that I'm proud of. I spent years of aches, pains, blood and sweat to create this body and like a man with with a new Ferrari or a woman with a new pair of Louboutin's I want people to notice it, which they do and it feels great. Because when you go from hiding your body to having a body people can admire then it's well worth it and I'll take the criticism with the compliments in equal measure.
Maybe she's the same, maybe she likes the feeling of having people look at her and why shouldn't she? Even if she doesn't have what you might consider a nice body then she is by all means entitled to show it. We all have things about ourselves, good qualities that we like to show the world. Your good qualities might be manners, or generosity. Hers is her body.
Try not to judge her for it, it's not a bad thing for her to do that the only bad thing is the reaction of others towards her for expressing her body the way she feels she can.

Or she is just really happy about her body. Either way, it's up to you, to look or not.
There is a very big lady at my gym, who likes to wear low cut work out shorts and some shiny/sparkly g-strings. I have to say I am torn between going :" YOU go girl! that is self confidence for you!" or "man... that bum crack not NOT very attractive." But I have a choice (like you) I can just look away.
