Could be just some friction, could be natural, could be something else. I'm uncircumsized, noticed what I thought was a rash, and it's just the natural colouring of my penis under there - but I did go to the doctor to check it out.
If you put pressure on it and the redness kind of disappears it's probably just normal pigmentation.
Still, I'd suggest you put your mind at ease and make a doctor's appt to be sure.

You should probably go to the doctor and get that checked. Just in case before it's too late or if it gets worse even though it doesn't hurt or uncomfortable.
hopefully it's not bad.
it could be some allergic reaction to something.
did you put something on it?
