NO, it's not an effective means of contraceptive. It means get yourself to Wal-mart or Walgreens pharmacy and tell the technician you need to purchase Plan B, or the morning after pill. It's an emergency abortion pill you take after a night of unprotected sex. Get down there asap because you only have up to so many hours after unprotected sex to obtain it.
