"playing safe in love or in a relationship" is maintaining your identity and giving your welfare importance over the relationship. Men are dreamers and that is not a bad thing. It can only go wrong if you fly with their dreams. Let men form up to trend the rest of their performance in life. Only then can it be advisable for you to get into a serious relationship with giving "playing safe" less priority.

Context is everything and I don't know the idioms of your country, but I would interpret this as not becoming too emotionally attached to the other person, possibly out of the fear of being hurt."Playing safe" on a more literal level could also mean using condoms or some other form of birth control during sexual activity to prevent possible pregnancy and/or STI transmission.
