Seeing as you're a woman, I'll say it like this. Yes it does matter. Can a woman be satisfied with a small penis? Yes, it depends on how small and how important the feeling of being filled up during penetration is to her. At your age you should know whether you orgasm from penetration or whether only clitoral stimulation will work, if it's the latter then a guy with a small penis who is great in every other way and can still satisfy you sexually, that is fine.
One huge advantage you have is that you can actually tighten your vagina using kegels, so if you met a man who is small but he's pretty much your perfect guy in all other ways, then do kegels. There are also certain positions that help etc. If that's not enough and you still miss that being filled up feeling then you can always just introduce a dildo or vibrator into sex play sometimes.

 I forgot to mention one thing that all women who have had sex know of, but virgins women and guys have no clue about: girth. That is what truly matters. If he's too thick then no matter how long or short it can be painful. If he's too thin, then no matter his length you might not feel him as much. A smaller girth however is usually better than a large one as being in pain when you have sex is no fun. All the women I have talked to prefer a guy who's got an average girth size, or thinner, as it is painful if he's too thick, and limits the number of positions you can use.
Again though, this is all relative as all women are different.

Try it and you will know. If it is below average then there might be a problem, but anything that is average usually works. Women also come in different sizes though. Some are very tight, and fit better with a smaller penis, while some are naturally wide and will be better fit with a larger one. Most women are in "average" as well though and fit well with an average penis.
Average penises is everything between 3.9 inches to 7.9 inches.
