Surgery can be very very expensive and it often has many complications that can even include the complete loss of the ability to achieve an erection. The best bet is to look into penile exercising. sexcrashcourse.com offers lots of free tips and has a comprehensive guide that you can download from there. That's the safest and most effective way.

 There is a surgery that you can get which I really don't reccomend unless you know you really want to. A doctor will basically cut at the base and pull out the internal penis muscle sometimes called the hidden penis. It is a plastic surgery operation that can give you two to three inches but you can't do anything sexual for about two months after. I say this because if its what you really want I would consider this much safer then putting random drugs into your body with all sorts of side effects.

Most of these herbs, such as Tribulis Terrestris, Tongkat Ali, Horny Goat Weed, are either precursors to testosterone, weak PDE5 inhibitors, or elevate blood pressure. Some are potentially dangerous, like Yohimbe. Others, like Maca, Muira Puama and others are supposed aphrodisiacs.
The common stuff like Enzyte, Extenze etc are usually some combination of these things. The whole lot of them are pretty much crap. Eat right, get exercise and rest and take a good multivitamin and you will get better results.

The only way to enlarge your penis is through several expensive surgeries. No surgeon can MAKE your penis bigger, however they can make the penis look bigger by stretching the skin above the penis so it hangs lower. They can add a bit more girth by adding padding under the skin of the penis.
Try a penis pump, they increase the blood flow to the penis making it harder.

No they won’t work dude. The penis when fully erect is determined by the sizes of you vein and nothing else. If you have small vein than its small and it will always be like that. Get over it.

The only way you can enlarge your penis is thru cosmetic surgery, which I'm sure is very costly..but as for a cheap way, not so much.

 I would advise strongly against buying any of these things off the internet, as its just products that is ripping you off, they dont work, they only thing that can be done is plastic surgery, that is it, the things on the internet are just frauds trying to make money, try and be happy with what you were born with and be thankful.
