I am a teen and I haven't seen this trend really, but I have noticed people talking about hand and oral sex quite casually. I wouldn't go to the extent of saying that it is replacing kissing, but that it is becoming more common among younger and younger teens. This is why sexual education is important so kids don't get hurt. I view sex (oral, hand, whatever) as something private and special, and not just to give out to fit in or impress somebody. Peer pressure can have huge influences on teen's decisions, and when they hear their friends talking about their experiences (which often aren't true) teens may feel frigid or uncool for not also participating. I hope that kids just use their common sense to do whats right for them, not for their reputation.

It might lead to oral sex and oral sex is probably becoming more and more common, but overall I don't agree with the precise language of the article you read.
