 It's normal, some girls have that. Depending on where exactly it is, he can either avoid that spot, or try to stimulate the area around and near it rather than directly contacting it.
Your tolerance for the sensation may change from moment to moment. What seems like too much right at the start can be just right after a while. Or not. Don't worry about it, just work with it.

 My girlfriend has basically the same thing where one spot is too sensitive. Some people just have more nerves concentrated there then others giving is that increased sensitivity. He'll just have to stick to being around that spot and not directly on it.
