Once sex is involved things are way more complicated so try and enjoy yourself and the time you have before worrying about it and just ask him a straight question like 'what are your thoughts on sex in relationships?' You may find his values are such that he either does not want to do it unless married or in a committed long term relationship.

It depends on what kind of person he is. Just because you haven't had sex doesn't mean he is cheating. In fact, it seems like more of a flag that he isn't. The kind of man who cheats is not the kind of man who would be in a relationship for 6 months not having sex. Cheaters generally don't commit, especially without sex involved.
Maybe he just really cares about you and wants to make sure you guys are really close before you have sex. That's what my boyfriend is doing. Maybe he is afraid of pregnancy. What reasons has he given you for not having sex?
