I would not tell your parents. But if it happens again, just enjoy the view and maybe compliment her, especially if you find her attractive. Since you are not her real brother, there's nothing wrong if you end up having some kind of sexual experience with her.

anyway the important thing to remember is that if she is doing it on purpose she is eiether teasing you or she likes you (a really stupid [not to mention deranged] way of going about expressing her feelings, if you ask me, but hey, each to his/her own).
