She needs to open up to you. There might be a good reason for her not kissing. She could have been hurt and abused or something. To have a good relationship, you need to be emotionally and physically close. You need to talk to her gently about it.

Get her to tell you exactly what is so horrible about making out. She may have been abused or have some kind of germs or body fluid hangup. Has she only kissed men? Your girlfriend may just not realize she is a lesbian. Maybe you just have a stanky-rotten tooth or your beard stubble is tearing her face apart?
Normally people enjoy kissing and it is a generally accepted part of a romantic relationship. It is very unusual in my experience for people to be dating and not kiss one another. There are people who don't have very sexual feelings-- they call themselves "asexuals." This is an acceptable way to relate to others, sure-- if BOTH people in the relationship are asexual, of course!
