First off, i think it is very kind of you to write for your friend. At a young age, teenagers can be very insecure about their bodies as they dont really know what the shape or size should actually be. I think she probably thinks it "hangs down" because when she had hair, it covered the most part of the labia and skin, so now shes shaved it, it looks a little bare. She shouldnt worry too much about girls looking as they probably are worrying about their own bits!! I also suggest your friend could try waxing or something similar because then it may not itch (only if it does now) and it prevents her from having to remove it all.

 everyone has a different shape vagina, i'm sure no one will stare or even look at it, because if they did and said something to someone, they will probably call her a lesbian for looking! thats what teenagers are like, very inmature sometimes. tell her not to worrie, aslong as it is all in working order there is nothing wrong. when she is in the shower tell her to stand facing the wall. no one will look. other people will probably feel the same and be embarrassed but there is no need to.

I would think that shaving her bits would make thier natural shape show more than if her bits were covered with hair. Prior to the "hair removal movement" when women kept thier body hair, no one notice this... but since this is the way we prefer to keep our bits now, seeing thier actual shape isn't any different than seeing the shape of your shower mates breasts... all of them are different.
If she has 'parts' peeking from her bits and it makes her self conscious, tuck them in before going in to the shower. I seriously doubt that any one will notice if her bits hang down differently than thier own, and if they are so close that they notice they are far too close!
Relax, unless her ob/gyn has made comments that they are not normal (he/she would say so)... she is normal and should be assured that her bits are not as scarey as she thinks they are.
