IF he did notice what you were doing, it's not something that is likely to just come up in conversation. Also, you're not necessarily too young to do it, a lot of people do that type of thing at your age to explore themselves, it's not a bad thing. Don't stress too much about your brother seeing you, it's probably not going to become an issue.

 There's no age restriction on masturbating. If the subject comes up that's a good excuse. As far as telling your parents, as a guy, there's no way at that age I'd be telling my parents anything I saw a girl doing. This may be embarrassing for you, but it'd be embarrassing for him to bring that subject up with you or anyone else.
