I kinda get it, you see it more as groping. Truthfully at your age range I would be ticked too, more so for the immaturity aspect of it.
Is he always this immature? Because I don't expect a 18-21 yr old to be dishing out wedgies, even for guys. It sounds like something a 13-16 yr old would be guilty of. If he's ALWAYS been this immature then perhaps it's time to find another potential suitor who acts his age or older.
At the most you can tell him you you didn't care for his actions, and that you don't ever want to see him do it again. Then move on from this incident.

If your bf was 35+ and gave a girl a wedgie, that would be great cause for concern. If he's 18, yeah, it's still kinda immature, but more understandable.
I can understand your feelings, though. It's a little too close for comfort, physically. It's possible he did it quite innocently, but it's definitely worth talking about.

It does seem like a bit of a flirty prank for a guy to do to a girl. Like you say, he had to put his hands down her pants and touch her bottom. But he's probably just being young and silly and wouldn't realise that it would upset you. Plus it seems not all women would be upset, as 2 people below me clearly are not. I'd try not to worry about it. Let this one slide. He was just being a silly young guy. But keep a watch for anything more inappropriate or flirty.
