I try to be a positive thinker. The glass is always half full to me!
The only way to know for sure, is to ask him! Communication is key!

He could mean that he knows that you are a needy kind of woman or he could just mean that he knows you quite well and knows what makes you tick.
It is a little vague as it is just one comment so right now don't blow it out of proportion.
Have you ever talked to him about your relationship and what you both want out of life?
He could on the other hand feel that you are higher maintenance that some other women as you need reassurance and signs of his love, i.e. the kisses and cuddles. We all have needs but some of us have to receive the proof so to speak.
It really does depend on whether you see each other regularly and how comfortable he feels in displaying his affection. Men are so different to women and sometimes don't want to show affection in public and that is very natural, women tend to be more open about it but men have to keep up appearances sometimes.
It really does depend on how old you both are and whether he is comfortable with displays of affection. You don't say whether he is from a family who are openly affectionate or not, it does really depend on your upbringing sometimes.
