Why do you think you didn't talk? Could you both be shy, or do you think she was a bit bored? If you think it was just one bad date, but that you like each other - sure, ask her out again. If she says no, at least you tried.
My advice is - don't wait till Valentines. By then she may think that you aren't interested, and maybe someone else will ask her out.
Why not ask her soon, so that she knows you're still keen. If she says yes, make it a different kind of date - not a film though, as you won't get to know each other any better. What about bowling - that can be a laugh. Or skating, if you have a rink nearby - something where you are doing something that will break the ice!!
Another thing you could try is to contact her online (Facebook, myspace, messenger?). You might be able to strike up more conversation from behind a screen, and you can send jokes and things to try to get to know each other that way?
