I know about the Herpes; I used the wrong word but I was trying to make the opposite point: If I had coldsores, then I wouldn't have to worry about the HSV1 spreading to the genitals, so I wanted to know if it could get through clothes or not. The biggest risk STDs seem to be HPV and Herpes, so I'll ask a professional about it then.

HPV CAN be transmitted through fingering and mutual masturbation . Unless you wear surgical gloves, or finger cots... which I suppose it would spoil the romantic mood a bit :)...
Why don't you just get tested , so then you'll know if it's all green light or if you should take precautions ?...

Genital warts can easily get transmitted through fingering. You touch yourself, then him, then back, and thats all it takes. Herpes can be transmitted through oral sex. Best thing is to just get tested, really, and then you wont have to worry so much.

No one is IMMUNE to Herpes, not even the mild version that is HSV1. Just because YOU have never had (so far) doesn't mean you can't GET it at some point in life.
And bodily fluids can transmit some STD's and if he has his mouth on your lady bits (even through panties) his "germs" can still come through the fabric and he will not be able to remain saliva free.
Dental dams is a better idea for "safe" oral sex (and a condom on him. (google dental dams if you are curious as to what they are)
And fingering, well I hardly think you can get an std from that, you can get scratches inside your vagine if his nails are nicely kept and... whatever germs are under his nails. But pretty much STD "safe". It may however be a better idea to start out with him "satisfying" you but massaging your clit instead of sticking a finger in your vagina. As you may not know (yet) women don NOT have a lot of nerve ending or sensations in the vagina, which is why penetration does a LOT less (pleasure wise) then "rubbing the nub".
Dry humping is pretty safe too.
Have you talked to your mom about all this instead of random strangers on the Internet? If you think you are old enough for sexual activity and experimentation, BE old enough to talk to your mom.
