It's started to bother me that we haven't committed to one another!

Okay so me and my best friend have been friends for about 3 1/2 years and we've always kissed and have done other stuff.......but we've never really committed ourselves to one another! Were always doing our own things,dated other people. This hasn't really bothered me until recently i feel as if I've put in this much time into our relationship and i get nothing in return! I want to be with him and hes said the same,we love each other so i don't understand the problem here?! I'm afraid to just start a unnecessary fight! Should I just move on and get over it or try and start a relationship with him?
