hes testing you he wants to see how much you like him if you really care thats the usual case at least if not maybe hes busy no wait is he busy when you call? if not then yeah hes probably testing you he might really like you alot to want to know if your determined

Talk it out and see how he thinks it is going. Is he older? Did he start college? Maybe things are getting crazy in his schedule and he is relying on the fact that you'll call him. It shouldn't be this way, but maybe he's taking it for granted.

 Talk to him and see if he can tell you where he thinks your relationship is at at the moment, personally i have always tried the not calling them so much usually gets the message across though and if that does not work then i think you know where you stand.
