There isn't a best time because you will (I very much hope!) be using protection. And any kind of protection, when taken correctly, is effective all the time. I'm sure you are aware of all the sorts of contraception availanle to you, but if you want to know more about it then message me or google it =]

"Best" in what sense?
You are least fertile during your period, and the chances of pregnancy increase the farther you are from your period, either before or after. At your age it's common for women's periods to be uncertain enough that you can't rely on this for contraception.
If you are somewhat orgasmic, many women find that a good climax within a day or less of starting their period relieves menstrual cramps.
Your partner, especially if he is also a virgin, is likely to want more sex - a LOT more sex - once you start having sex with him. Starting right after your period is more likely to allow this; having sex just before your period gives you an excuse to decline his requests (at least for a few days).

I think it's the same for most girls but of course I can't be sure but sex usually feels best right before your period because everything is really sensitive down there.
