Well it depends on WHY you want to save yourself for marriage.
If you want to be "pure" then yes, oral sex is not a good idea.
Stick to your hand till you are ready to do more.
If you want to wait for marriage because you are scared of pregnancy then anything else is fine. But your future wife may think differently.
It's perfectly normal to have sexual thoughts at your age. You are overdosing on hormones. You don't have to act on it, and you don't need anything to "help."

It counts as having penetrative sex with someone.
