 everyone does it, the birds and bees do it. the trouble is most people lie about it.
why the do is complex, it could be a number of reasons but the lack of education is the most likely.
we treat our teens like idiots.
our parents never had the electronic media thats common now.
teens in my day seldom ever saw sex pics, now it all over the internet.
masturbation is good and healthy, its good to know how and why your body functions.
you still need to keep it private though, other people dont need to know and dont want to see. you need to respect them as well.

 It's just a private thing. Since people are taught it's something only perverts do or that it's wrong, they want to hide it. It's more stigmatized in women than men in many cultures, so they may well be lying or too scared/grossed out to try it for themselves.

 There's an unspoken attitude in society that masturbation is wrong, immoral, dirty, indulgent, depraved ... you get the idea. As such, people are inclined to lie and say they don't do it, even if they do. And it really is a very private thing, anyway.
