Usually one member should have the infection in order to pass it on to you, but sometimes that isnt the case. Sleeping around will probably get you more than you ask for.

Your mom is probably saying that to scare you out of having sex. Either way, you can only catch an STD/STI by coming in contact with the disease or infection, for example having sex with someone who has it.
If you and your partner are both clean of these, there should be no harm done..

Clearly she was absent the day they taught sex ed at school, because to get an infection you have to come into contact with whatever the cause of the infection is.
You don't catch colds unless exposed to the virus, now, do you?
So unless one of you already has an STD of has come into contact with one without any sexual contact (highly unlikely, though not impossible) then it is nearly impossible for you two to spread std's by having sex with one another, no matter how many times you do it.
There is never any such thing as TOO MUCH sex if the two people love each other.

It is true you risk sexually transmitted infections and pregnancy from UNPROTECTED sex, and the risk does seem to increase with the number of partners. However, you also risk losing your dignity over time because it is much nicer to wait to have sex with someone special than to give it away here, there and everywhere just for thrills.
