No it is not.
Strictly speaking, withdrawal occurs when a drug the body has gotten used to and depends on to feel 'normal' is suddenly gone.
For instance smokers claim nicotine calms them down. It does, in small irregular doses. If you however smoke everyday the body will come to expect the nicotine dose and adjust to the point where you NEED that nicotine to calm down at all. The body as it were puts itself into a natural state of unrest expecting the nicotine to do the job of making the body feel normal.
This is why drug use increases because you need more and more for the same kick.
Masturbation releases hormones in your body that make you feel good. In theory it is possible to get addicted to this but you might as well claim to be addicted to eating, drinking and breathing. Go ahead proof me wrong and try to kick those habbits. You will be experiencing some major withdrawal.
One simple trick is to see if you need more and more masturbation just to get same buzz? Put another way, are you a three-pack a day masturbater? Do you need to go ever more extreme just to reach an orgasm? No probably not.
People often mistake addiction with compulsive behavior. For instance internet addiction is really just compulsive behavior. Somebody who eats chocolate might claim to be addicticted but the amount of chemicals involved and the behavior just isn't the same as a smoker or other type of drug addict.
In your case, you are most likely experiencing an other kind of hormone, lots of women are mean, crabby, evil, snappy, easily angered, moody, bitches from hell...
Oh alright, when on their periods. I was going to add that.
Simple test would be to stop masturbating when it wouldn't be messy (TMI) and see what happens. Most likely nothing other then perhaps becoming a bit more horny and missing it.
But to call this addiction is to much. If you indulge in it to the extent it affects you ability to lead a 'normal' life you got a behavior disorder. I doubt it however. One clear sign of an addict is that they don't regonize it themselves. If you can ask 'am I addicted' you are not ;)

Your a female. This is normal and will probably not go away. You will gradually learn to cope with your emotions but it's all part of being a woman. This caused great problems for me when I was a teen in terms of mood swings and being snappy with everyone. I was easily irritated but it does get better.

Some things, like smoking and drugs, we get addicted to physically and the body can't cope any more when the substance is no longer there and that causes the withdrawal symptoms. But it is possible to get addicted mentally to pretty much anything. If we become over dependant on being online, talking on the phone, or sex then have it withdrawn we can experience withdrawal symptoms such as depression, irritability, being snappy and so on.In this case though it does sound like your just experiencing what every woman does during her period.

you're PMSing. how long have you been having your period? I've had mine since I was 11 and I always get upset realllly easily versus getting mad. my sister on the other hand turns into a complete bitch lol. but I've been masturbating since I was like 14 and when its that time of month I just PMS but its not from not masturbating. I don't think there are withdrawal symptoms

this isnt due to not masturbating!! alot of girls get particularly horny in and around the time of their period - this is normal. and as for the snappy stuff, yes we all go through it and its cos of the hormonal changes going on in your body. so no as far as i know you cant get withdrawal symptoms, and these signs that you have are normal and natural during your period.

I think what you're experiencing is a common thing that goes along with having a period: mood swings.
It will happen to you even if you had never masturbated. At that time of your month, your hormones are just flinging around crazier than normal (you're still a teenager) so that's why you would get irritated by the singlest things. Don't really overthink about it.
Now, I've never heard anything about masturbation withdrawal, but you wanting sex and feeling horny is again a very common thing for a growing teenager/adult. Whether you masturbate or not, you will have the need to have sex.
