Yes absolutely. My 13 year old daughter is crazy about Justin Bieber and if she wanted to do this I wouldn't stop her.
There will be a charge to send letter from UK to the USA and the Post Office will tell you the cost. I take it you have the address, I'm sure you do as I know with my daughter she knows JB's favourite food and other random things.

Sure, go ahead, what's the harm in it ? Yes, to any adult it MAY sound a bit silly, but - you are not an adult yet and you have full right to being a bit silly on occasions, as long as it is harmless.
You can surely send a letter from UK to USA, just ask the cost at your Post Office. And of course, you need an address where to send your letter- his official Fan Club or his management agency or producer or whatnot, but I am sure you already got that.
