 No sexual contact - as in no sex, no heavy petting, and no seeing each other naked - is legal. Some states have age of consent as low as 16, others are at 17 or 18.
Be sure to respect those laws. Leaving moral/ethical implications completely aside, if he crosses the line even once, even in passing, he's vulnerable to some pretty nasty criminal charges. Your consent is legally meaningless for the time being, so just be patient.
