A card with a nice message or a mug would mean more to her than a hug

No I'm sorry but sadly it's become inappropriate for adults not related to you to hug you, especially teachers.
there was a time when I was young and in school that they could.. now here in the united states a teacher can go to jail or lose their job for touching a student...

No, I don't think it is appropriate.
I agree with k_c100; you are better off buying a card.
Good Luck!

It's not appropriate to hug teachers, especially where you live. But you are a kid, and it's hard to handle emotions when somebody goes away. I think it's best if you tell her exactly how you feel. Tell her you want to hug her, because she's such a wonderful teacher. She's the adult, she will know how to deal with that. If she thinks it's ok, then she'll probably hug you first.

remember for her to hug you at work is inappropriate and anyone who saw could report her, so even if she did appreciate a hug from you she will find it uncomfortable.

No it is not appropriate, dont try and hug her. You would put her in a very uncomfortable position and if another teacher saw they could think that something is going on between you, so they might report your teacher and she could lose her job.
If you want to tell her that you are grateful for all her efforts and she has been a great teacher, then buy or make her a card and that will be far more appropriate than doing anything physical with her.
I hope this helps and good luck!
