 This is most definitely cheating. Unless he's having phone sex with his wife, it is. If he doesn't stop what he's doing, he'll do more than just talk on the phone with her; he'll actually do something about it.
Don't get involved, though. At least I wouldn't. It'll just make it harder during work.

 I agree with you this is wrong. His wife wouldn't be too pleased to know that he is having such conversations with other women. In my book this is consider cheating to me... I don't think any women would say "Oh its ok hun, I don't care that you call a woman to have phone sex with you..." That is ludicrous... But my best suggestion is to stay out of it...  The rule of thumb that I use for anything I'm confused about is, would I do this if ______ was standing right next to me? If the answer is no, then it's wrong. Personally I wouldn't have phone sex with some guy while my boyfriend is sitting right next to me, so to answer your question, yes, I would say that it is very wrong. Hope I helped.
