I agree with Charlpop's advice, you may not be wet enough on the outside but on the inside are fine. Also, if you stress about it, wondering if you're doing it right or anything, that can cause you to not be relaxed enough and would make it less enjoyable for you. You are not wet enough on the outside because you're not turned on enough or he might have not done something right. Question 1 : You'll probably get wetter when he touches you, if you're not wet enough in the first place. Just because you don't feel damp on the outside doesn't mean you're not on the inside.
If you don't get wet when he touches you and it's uncomfortable, then you're not ready for it. I would suggest moving up to this gradually.
Question 2 : Just because it doesn't hurt, doesn't mean your hymen is broken. It's good that you can pleasure yourself without discomfort, but you might not be penetrating deep enough to have actually broken your hymen.
Since it might not have broken yet, be careful when having sex for the first time because it might hurt.
Remember that hymens can be broken in other ways, too, e.g. horseback riding, strenuous exercise, etc.
Discomfort during sex isn't all caused by the hymen being broken, but can also be due to the muscles in you being stretched to cause discomfort.
