Become friends, if something more develops, great. If it doesn't, well that is life and at least you got a friend.
10 to 1, he is worrying the exact same thing and all it takes for you two over your teenage doubts and just say "I like you, do you like me?"

well if you're not confident enough to just ask outright, maybe you could find out how he feels first - either by..
the same way you heard it the first time? or
just taking note of how he acts around you. Does he act the same way as he did when you knew he liked you?
But if you don't get any luck finding out how he feels, just go for it and ask him out! He used to like you too, and probably still does, so there's only a small chance of him saying no - and if he does, well it's not the end of the world, it was worth a try :)

what is his status now? is he still single or do he have crush on someone else now?
I do suggest you be friend with him. start off by a few "hi" and some chat from the internet.
Let him have the liberty to ask you out. Soon you'll know what to do if he asked you out.
