If I smile at him he laughs and smiles back. This friend of Bob who is a girl talks to him online. He tells her that he loves her all the time. I asked Bob if they were going out and he said no. It really upsets me because I like him. What should I do? He does talk to me but not as much as he talks to her. I'm totally jealous and fear that he will ignore me more than he already does.

Bob may not know you are attracted to him.
I don't know if Bob is attracted to you or not, but you need to indicate that you're romantically interested in him. Perhaps you could ask him out on a date, to the movies or something, and cuddle up next to him during the movie? Touch him more, or hold his hands, and see if he responds.
It's often better not to directly ask someone if they like you, because it puts them on the spot and makes them nervous (but, sometimes, you just have to know and it does work out.)
I'd say, hit on him non-verbally at first and if that doesn't work, confront him and tell him you're attracted to him.
