This is a silly question and will not get you the answers you want with out telling us YOUR specific problem.
But you asked how it would make me feel.
Well I'm married and would have told him that so it's his own bloody stupid fault if he started to fall for me knowing there was no hope.
Either that or he's trying to manipulate me into feeling bad. But that's not going to work so I'd just call him back and tell him to stop acting like a 12 year old.

reader, anonymous, writes (5 June 2009): Like that person wishes they had not got involved and so I would feel hurt as though in some way I was wrong / not good enough etc. It feels like quite a cold thing for someone to say - but they are only words. If this has happened to you I suggest you don't over analyse it and perhaps concentrate on building your confidence up again - get out there and have some fun.

reader, anonymous, writes (5 June 2009): I would feel like he felt everything we had was a mistake and that he only had regrets. It is one thing to say I don't care for you the same way anymore, but pretty brutal to tell someone that you wish that you never knew them. I think even in the worst of relationships you can identify the good times in the relationship as well as the mistakes you made or they made...and then move on healthily.
It sounds like you wanted to hurt that person though, maybe you had a reason...but fighting pain with pain only creates more pain. You need to ask yourself why you felt the need to say something you know would be deeply hurtful and why you were so desperate that you left it in a phone message.
