Nope, it's not incestuous. You would be on both sides of the baby's family, though, if the two of you were to be married someday. And if you called it into question, other people in society would probably do the same. What's more, if you have kids, the cousins would undoubtedly look like siblings.
By the way, I have an uncle on my mother's side who is a brother to my uncle on my father's side. It doesn't weird me out.

No it's not technically incest as you are not blood relations. Therefore it would not be illegal. But on the other hand, your brother's girlfriend's brother will be the uncle to your brother's child. So while there is nothing technically, legally incestuous about it, you will be relatives by birth, so some people would consider it a bit odd. It's up to you and your brother's, girlfriend's brother whether you are happy to be together and what the rest of the family think. But if you 2 are happy, you ain't doing anything wrong so why should you let the fact your siblings got together stop you 2 being in love?
