Alright... Can you tell us more about your relationship such as how long have you guys been together? Is she shy by nature, is she comfortable with you from what you know?

 As you know, most girls are SHY if they have sex. Thats what i've heard. But, my advice is.. tell her if its okay to let her do the moves. if she disagrees with you then just respect what she wants. Maybe she's not ready for making her own moves.

 Why not just ask her outright? If she's nervous about doing it then give her lots of encouragement. Tell her how good it makes you feel when she does a certain thing. I'm sure she'll get used to it quickly.
