It is bad what your doing for the reasons the others have already stated, you know it's bad too but I suspect that adds a little extra excitement to the whole thing.
It's very normal to be turned on by bra's and panties at your age, not your sisters. Leave your sisters things alone and start masturbating without her stuff.

However, it's normal for a 13 year old to be having these strong sexual feelings/desires, it's your hormones and apart of growing up. So as long as you don't actually feel any sexual attractive towards your sister, then you're okay.
I myself, can't see how you aren't put off knowing your sister has worn them.
I'd advise you to stay out your sisters room though. It'll be something you'd have to live with for the rest of your life if your mother caught you rubbing your sisters bra against your penis. If these things arouse you then fine, but you have no right to go through someone else's things without their permission. Just go to a store and buy a bra or thong if you must have it.

 Yes and no. I don't think you're attracted to your sister, so that is good, but it is still an unhealthy invasion of her privacy what you are doing. Not to mention that you would likely freak your family out if anyone ever caught you.
