I've taken her out to dinner, but I can't afford to do that much. So I asked if she'd be interested in me making dinner for her sometime. She said she would be, so I told her to call me when she is free, knowing her tight schedule. She hasn't contacted me, so does this mean she isn't interested?

Making dinner for someone you like is, in my view, so much more considerate than taking someone out for a meal so I don't think she will snub you purely down to that. You mentioned she has a child, she's probably busy with that. Why not offer to help her out sometime, like help her with food shopping or go to the park with her child. Money can't buy thoughtful gestures like that!

No it means that she is trying to juggle a lot of balls in the air and your ball with your number on has not yet reached the ground.
I think making her dinner in lovely and she will enjoy it what ever it is you make as she needs some R&R, you not having much money is not a problem, she has`nt got much herself so will appreciate any gesture.
You give her a ring or a note and ask her again when would she like to come around for tea.
