If you are immature or insecure - MAYBE ignoring someone can mean you care.
Personally, I think it's the silliest way to show you are interested.

Usually when someone who likes you is ignoring you it's because they are trying to get over you. Maybe you or they are unavailable. Here's an example.
I have a crush on a close friend who is in a relationship. I used to go out with her all the time. Text a lot. Email a lot. All it did was make things harder for me because I was harboring unrequited love. I decided that the best thing I could do was cut her out of my life and move on. This has been really hard, and we still have some contact, however much less then before. It helps, but I'd jump at the opportunity to be with her if it ever presented itself.

Ok, I wouldnt use the term ignoring. But if someone feels awkward round, I mean unusually awkward round you and finds it difficult to speak to you then yes they could like you.
How to know,,,??? Well you could try talk to the person. If they seem shy or a little embarassed they probably like you. If they snub you and just seem disinterested well clearly they dont like you.
Ignoring someone cuz you like them isnt the best way to show your feelings... Infact its silly. However its perfectly natural to feel awkward and shy around someone you like
