It really is up to you if you tell either or both of them.
I think that you need to look at it like this:
If you tell him, he might be interested in you. What happens then? Does he leave your friend for you? What is the outcome then? She might hate you, she might forgive you, do you want to be with someone who has left someone to be with you?
Or alternatively, he might not be interested and it will be a secret between him and you or alternatively, he might tell your friend and she might get upset.
Or alternatively, just keep it to yourself and see how things turn out. It may be just a passing phase or things might not work out between him and your friend.
It is a really hard call but you need to know that if you want to tell him or her you need to know the consequences.

 no one can help there feelings towrds someone but in this case you have to hide them, as the old sayin goes - boys come and go but friendship lasts forever. you never know it could just be infatuation, if not wait till they end it and its safe.

 Actually I was in the same situation as you are.One of my friends had a BF and he was my ex but I told him how I felt and it turned out that he felt the same way about me,and he dumped my friend for me and were currtently dateing we've been dateing for about 2months now. My Friend found out what I done and she was mad at me for about 4 days so it proved that she really didn't like him as much as I do.But she got over it.Now were friends agin.So if you think you like him more than your Friend does I would tell him how you feel,because he could feel the same way as you do,and your friend will get over it.It might take a long time,but she'll get over it,and for the long run if you and that guy date a long time it'll be worth it.
