What are men really thinking when they stare at you like i mean not only even subtle to make it clear to you they are doing it, then flirt with you and steal looks at your chest. I thought this guy may have liked me but he hasn't done anything about it. So i haven't bothered making any effort when i see him now, but he still makes attempts to flirt with me.why doesn't he just ask me already??

 Looking at your CHEST doesn't mean he is interested in you as person, but that he would LIKe to see what's under the shirt.. THAT is all.
It's like appreciating a nice pair of legs or bum.. doesn't mean you want to DATE/BE with the owner of said body parts.

I think like the others have said you can find someone attractive but not want a romance. He could of been collecting images for "the wank bank" for later use.

Checking out your chest, or stealing looks at it, means " nice chest, I like what I see ", it does not necessarily mean : I want to date you, I am interested in you, I like you etc. For all you know he might not even be single.
