If a guy thinks you are sheltered is that a good thing or a bad thing especially if he is Mr Outgoing and Mr Active and you really like him.

Sheltered usually means "has been protected from the world."

So he might have meant it as a good thing that you are innocent.

Or he might have meant it as a bad thing in that you know nothing about how the world works.

How did he say it? What tone did he use? That should give you your answer.
