 It sounds like she does like you. You will never find out unless you take the bull by the horns and ask her out. What have you got to lose? Keep it casual maybe bowling or cinema. As far as the age goes I dont think its much of an issue but it maybe for her parents.

 why dont you ask her, instead of wondering, otherwise you might not ever find out, flirting could be her natural thing or it could be that she likes you, just ask her, there is no harm, and the age thing does not matter only if it becomes serious, remember 16 is legal age and protection is good, just ask her and take things slowly.
