The guy hasn't called or texted or anything - but his friend still insists that he likes me. Should I make a move myself, wait around, or move on? I want to get to know him, but I don't want to waste my time.

Well you should take control of the situation. Your friend did the first step but maybe the guy doesn't believe her or has another issue.
You need to find out for yourself by approaching him and finding out what's going on. It's a good way to build your confidence and a great way to practice getting what you want in life.
Waiting around is not making progress, you need to act on what you want to achieve and if one door closes another one will open. You just have to go for it.

If you are a confident person and not worried about the possibility of rejection then I say go for it and make a move yourself - give it another day though in case he plays by the 3 day rules!
Life is too short! Ask him out and see where life takes you!
Good luck!!
