Yeah just be in a quiet place, or anywhere where both of you are connected with each other and have each other's full attention. When the moment comes, you'll know. And just lean over slowly and gently start kissing her. And if she does it back...continue and you're on from there. Score! lol Good luck

She had a bad experience when she was younger with french kisses? - what kind of bad experience could she had possibly been through to not want to try again?
When your alone with her, and your in the middle of having your 'soft lip kisses' just gently ask her, "can we try french kissing?' either that or you could just dont ask her, try your luck and see where it gets you.
I cant think of any 'bad experience' she could of possibly had with kissing, so bad thats its put her off for life, sounds more like an excuse like shes scared to french kiss incase you think shes a bad kisser or something, talk to her about it, if your as comfortable with each other as you say you are; you should be fine.
Good luck, and let me know how you get on :) x
